Why would anyone purporting to be a journalist of any stripe claim that the armed guards were from FEMA? FEMA consists, mainly, of ten guys with big checkbooks who lease office space, sit behind a desk, and issue checks for missing sheds, flooded buildings, and thawed frozen foods. They have nothing to do with armed guards, the military, or any other significant action-type people.
Those people are under the control, in general, of the governor of the state.
